Government employees who do not have valid National Identification Authority (NIA) details captured on the government payroll system will have their salaries suspended from September 15, 2026, the Controller and Accountant-General’s Department (CAGD) has announced.
The directive forms part of preparations for a nationwide employee re-verification exercise aimed at ensuring that employees on the government payroll have valid and accurate identification details.
In a statement issued on August 24, 2026, the CAGD directed Human Resource departments of Ministries, Departments and Agencies (MDAs) to ensure that the correct NIA numbers of all employees are captured on the payroll system.
According to the Department, discrepancies identified following the rollout of the upgraded Employee Payslip (E-Payslip) system have resulted in some employees being unable to access their payslips.
The CAGD said some NIA numbers currently captured on the payroll do not correspond with employees’ records held by the NIA, while other employees have no NIA details captured on the system.
“Employees who do not have valid NIA details on the payroll system will have their salaries suspended with effect from 15th September, 2026,” Controller and Accountant-General Kwasi Agyei said in a separate notice.
Human Resource departments have therefore been directed to correct the NIA details of affected employees before the deadline.
For corrections or the insertion of NIA numbers, the CAGD said an affected employee’s application must be accompanied by a cover letter from the head of the institution authorising the change. The documents are to be submitted to the Department for validation.
The CAGD also reminded employees that under Regulation 9 of the National Identity Register (Amended) Regulations, 2026 (L.I. 2523), physical copies of NIA cards are no longer required for submission and inspection.
Employees are instead required to ensure that their NIA numbers and corresponding identity details are accurately captured on the payroll through their respective Heads of Human Resources.
Human Resource officers have also been asked to check their institutions’ corporate email accounts for lists of employees flagged as having “No NIA” details and take the necessary corrective action.
The CAGD has urged affected government employees and their institutions to resolve any discrepancies before September 15 to avoid disruption to their salary payments.
